IAOS: Deciding About Specific Interventions on Ethical Issues

The document that appears below was prepared to stimulate discussion at the General Assembly of the International Association for Official Statistics (IAOS) at the World Statistics Congress in Dublin, Ireland.* Its genesis was discussions in the statistical community about whether and how the ISI and the IAOS should respond when the ISI Declaration on Professional Ethics seems to have been violated. Such discussions have a long history. The Malaguerra Report (released in 1999) reflected a fairly full consideration of this matter.

In addition to providing some background on this issue, the discussion paper raises one possible course of action. The IAOS’ Executive Committee anticipates other options being raised at the General Assembly and expects to benefit from the comments and suggestions that will be made there. The Executive Committee has not decided how to proceed, and is seeking the views of IAOS members.
*The IAOS General Assembly met at 1:30 p.m. on Tuesday, August 23, 2011.
