Editorial / President's Report |
| From the European Regional Committee |
| From the Bernoulli Society Council |
| 25th European Meeting of Statisticians |
| European Young Statisticians Training Camp |
On behalf of the Executive Committee of the Bernoulli Society, I am pleased to announce two recent appointments. Professor Jane-Ling Wang of UC Davis, USA, has been appointed as the Bernoulli Society Programme Chair for the 2007 Session of the ISI to be held in Lisbon, Portugal. Dr. Björn Böttcher of Philipps-Universität Marburg, Germany, has been appointed as Web Editor and his new design for our web pages has already been implemented (see http://isi.cbs.nl/BS/bshome.htm).
2005 will be another eventful year for the Bernoulli Society. The first Bernoulli co-sponsored event is Le Deuxième Colloque Bachelier en Calcul Stochastique et Finance, which takes place Jan. 9 - 15, 2005, in Métabief, France, in honour of the 70th birthday of Albert Shiryaev. Shiryaev served as President of the Bernoulli Society (1989-1991) and the Bernoulli Executive has asked our incoming President-Elect Jean Jacod to deliver an expression of best wishes and thanks for his contributions to our Society during the Conference.
The 55th Biennial Session of the ISI will take place in Sydney, Australia, from April 5 - 12. The Bernoulli Society contribution to the programme of ISI 2005 has been organised by our Programme Committee chaired by Leopold Simar. Meetings of the Council, General Assembly and Committees of the Bernoulli Society are scheduled during the meeting. Professor Peter Jagers will take over as President and Jean Jacod will take over as President-Elect during these meetings.
The 30th Conference on Stochastic Processes and their Applications will be held at UC Santa Barbara, June 26 - July 1, 2005. The Chair of the Programme Committee is Raya Feldman. As part of the increased cooperation between the BS and IMS, two IMS Medallion Speakers will be included in the SPA programme.
The International Seminar on Nonparametric Inference will take place in Coruña, Spain, July 13 - 15. This meeting has been organised by a committee of the research group on nonparametric statistics at the Universidade da Coruña chaired by Ricardo Cao.
The 25th European Meeting of Statisticians will be held in Oslo, Norway, July 24 - 28, 2005. The Chair of the Programme Committee is Aad van der Vaart and the Chair of the Local Committee is Arnoldo Frigessi. In support of the 25th EMS, the EU is funding a special pre-conference course; open to PhD students, postdocs and researchers with less than 10 years experience, members of the European Union or one of the Associated States. The Programme will consist of mini-courses, aiming at preparing for the lectures of the EMS. The workshop is part of a series of summer schools in pure and applied mathematics, funded by the EU under the coordination of the European Mathematical Society. The training camp for young statisticians is a new training idea, its goal being to prepare young researchers by mini-courses to the major conference that follows immediately. In addition, the camp will promote direct contacts between young scientists and invited senior statisticians. A further aim of the Oslo Training Camp is to build a network of young statisticians, which can play an important role in the development of their research careers.
With a similar objective, the 14th European Young Statisticians Meeting, sponsored by the European Regional Committee of the Bernoulli Society, will be held in Debrecen, Hungary, August 22 - 27, 2005. The Local Organiser of this meeting is Katalin Varga.
A proposal was discussed at the Council meeting in Barcelona to create a Bernoulli Society Committee of Young Statisticians to coordinate and develop programmes such as these for young statisticians. It is hoped that progress can be made on this during these two important upcoming events.

The joint IAOS/IASS Conference on "Poverty, Social Exclusion and Development: A Statistical Perspective” was held in Amman, Jordan, from 29 November to 1 December 2004. It was the first conference held in the Middle East by both Associations and it proved to be a great success, combining the opportunity to consider in depth a number of important topics with exciting social activities. The Conference was hosted by the Department of Statistics (DOS) of Jordan.
About 150-170 participants from developing and developed countries as well as from many international organisations attended. The Jordanian Minister of Planning and International Co operation kindly welcomed us to the Conference and, in his keynote speech, he described how official statistics were used in planning and monitoring the Jordan Poverty Alleviation Strategy.
The Scientific Programme was prepared by the Programme Committee under the Chairmanship of Alain Azouvi from France. The Programme comprised 16 Invited Paper sessions and 7 Contributed Paper sessions. More than 60 papers were presented and discussed during the Conference. The issues covered a wide range of themes and topics relating to economic and social statistics, population censuses and many kind of indicators. The results of the latest research on both measurement and survey issues and issues relating to international and regional comparisons were presented.
Discussions showed clearly that poverty is a multi-dimensional issue and, in addition to monetary measures, we need to have better statistics of social conditions, such as unemployment, homelessness, sickness, hunger and social inequality. Better regional statistics for rural and urban areas as well as more disaggregated statistics of certain population groups—e.g. children, old people, immigrants, females—are also needed. Many participants felt that international guidelines on measurement of poverty and social exclusion would be of great help in the future.
Our warmest thanks to Dr. Hussein Shakhatreh, Director-General of the Jordanian Department of Statistics, and to his staff for all the practical arrangements and the warm hospitality during this successful Conference!

Invitation to the Special Meeting on Millennium Development Goals Indicators
The IAOS and the United Nations’ Statistics Division (UNSD) are organising a joint lunch meeting on Millennium Development Goals Indicators to be held in Sydney, on Monday, 11 April 2005, from 11:30 to 13:00. The location of the meeting will be announced in the ISI Session Bulletin.
The presentations will be made by
the UNSD and national experts. Dr. Paul Cheung, Director of the UNSD, will
introduce the MDG’s and the UN’s efforts in compiling and monitoring the
indicators. Four countries from different regions will share their experiences
in compiling the MDG indicators, and the challenges that they face.
For further information, please contact the Organisers: Mr. Hallgrimur Snorrason
(
hallgrimur.snorrason@statice.is ) and Dr. Paul
Cheung (
paul.cheung@un.org ).
All the participants of the ISI Sydney Session very welcome.
There are a number of Invited Paper Meetings (IPMs) on Official Statistics in the 55th Session of the ISI. They are IPMs 27, 28, 29, 30, 31, 32, 33 and 34. There are also several other IPMs that straddle official statistics and other areas such as surveys, statistical education, statistical computing and finance, such as IPMs 35, 44, 51, 63 and 85.
As ISI Sessions provide a good opportunity for participants to get to widen their perspectives in the full range of statistical theories and applications, IAOS members are strongly urged also to attend IPMs that are not directed at official statistics.
To encourage more young official statisticians to take an active interest in the activities of the IAOS, the Executive Committee has set up a bi-annual prize for the best paper in the field of official statistics written by young official statisticians.
The possibility to submit a paper for the IAOS Prize for the ISI Sydney Session has now ended. We received 22 submissions from 14 countries: Azerbaijan, Benin, Cameroon, Denmark, Finland, India, Iran, Jordan, Mongolia, South Africa, United Kingdom, Uruguay, U.S.A. and Uzbekistan. A first look gives the impression of quite a few interesting papers. The Chair of the Awarding Committee is Pali Lehohla, Vice-President of the IAOS, and other members are Shigeru Kawasaki, from Statistics Bureau Japan; Brian Pink, from New Zealand; Richard Walton, from the U.K.; and Ida Stamhuis, from The Netherlands. Now the Committee has to work hard to make a selection.
The winner will be announced by the end of February 2005 and will have the opportunity to present the paper in one of the IAOS sessions at the 55th ISI Session in Sydney.
Preparations are ongoing to organise two IAOS Satellite Meetings during the 2005 ISI Sydney Session. New Caledonia will host a Satellite Meeting before the ISI Session on the topic “Statistical Issues for Small Countries (Especially Island Nations)”. This will be held in Nouméa from 31 March-2 April 2005. The second Satellite Meeting will be held after the ISI Session in New Zealand and it will be hosted by Statistics New Zealand. The topic is “Challenges in Measuring Small and Indigenous Populations”. More information on both meetings follows and can also be obtained from the IAOS website.
Visit the website of the Conference www.spc.int/stats/IAOS2005 , and then come to Nouméa on your way to Sydney!
The
Satellite Meeting will be held in Nouméa, New Caledonia, on the theme of
statistical issues specific to islands and small countries.
Nouméa, located less than three hours by plane from Sydney, is the ideal venue
for holding such a meeting. The capital of New Caledonia, a small French
territory of some 250,000 inhabitants, Nouméa hosts the Secretariat of the
Pacific Community. A meeting of Pacific National Planners and Statisticians is
being conducted in conjunction with the IAOS Meeting, thus providing an
excellent opportunity for ISI members throughout the world to discuss first-hand
the problems of small nations.
The website for the Meeting contains registration details. Further details about
the Meeting can also be obtained by sending an e-mail to:
IAOS2005@spc.int
. Those people who submit an expression of interest form will receive a detailed
Meeting Programme and practical information about final hotel reservations and
payment of the registration fees. Contributed Papers (of up to 5 pages using the
ISI standards) are still being accepted for the Meeting.
Apart from a very interesting Scientific Programme covering discussions on:
Millennium Development Goals—their role in and relevancy to developing
statistical skills in small countries and islands, Technologies for small
countries, Role of international standards in small countries, Sample surveys
and estimation techniques for small countries; there will be an opening address
by Dr. Paul Cheung, UNSD Director, a poster session and demonstrations of
software applications developed specifically for small nations, as well as
displays of local culture.
We hope to see you soon in Nouméa!
The IAOS Satellite Meeting on “Challenges in Measuring Small and Indigenous Populations" will be held in Wellington, New Zealand, on 14-15 April 2005, and will be hosted by Statistics New Zealand, the national statistical organisation of New Zealand. As this Conference is being held immediately after the ISI Session in Sydney (5-12 April 2005), it provides a valuable opportunity for the ISI delegates to also attend this Satellite Meeting. New Zealand is famous for its alpine wilderness scenery, pristine beaches and a huge range of sporting and cultural activities available for visitors. Wellington is the capital city of New Zealand and was the site of the world premiere of the Lord of the Rings. It is just under three hours flight from Sydney, Australia. The Conference venue will be Te Papa Tongarewa, New Zealand’s national museum, which is situated close to all facilities, is right on the waterfront in Wellington and has high quality conference facilities.
While the main focus is on methodological issues, the Conference will be of
direct interest to economic and social researchers, as the theme encompasses the
challenges of measuring small domains in economic, social and population
statistics. The Conference Programme can be accessed on the Statistics New
Zealand website
http://www.stats.govt.nz/ISIsatellitemeeting . The
Programme consists of four keynote plenary sessions and an array of concurrent
sessions. It covers a rich diversity of papers on statistical and indigenous
population issues, including statistical methods used to collect information in
censuses or other large-scale surveys; measurement and improvement of data
quality; the derivation of indicators on indigenous populations, communities or
sub-national areas; experience with data integration initiatives; small area
estimation; other new developments in satisfying the growing demand for
disaggregated statistical measures.
The registration fee for the two-day Conference Meeting is NZ$ 350.00 (including
GST). To encourage participation of students, the registration fee for full-time
students has been set at just NZ$ 50. The registration fee includes morning and
afternoon tea, and lunches on 14 - 15 April, and a pre-Conference reception on
13 April. A Conference dinner is planned for Thursday, 14 April 2005 (estimated
cost – NZ$ 80.00).
A formal registration form and other information for conference delegates are
available on the Conference website. More information on Wellington can be found
at:
www.wellingtonnz.com/AboutWellington . Information
on Te Papa can be found at:

The members of the IAOS Programme Committee for the 56th
ISI Session (Lisbon, Portugal, August 22 - 29, 2007), which is chaired by
Richard Barnabé (Statistics Canada), were announced
in the last Newsletter.
The Committee is hoping to finalise programme proposals by early February 2005,
based on proposals received.
Comments and suggestions on revitalising the IAOS continue to be actively encouraged and can be sent to: IAOS President Heli Jeskanen-Sundström at Heli.Jeskanen-Sundstrom@stat.fi .

SCORUS has continued to make progress on the development of a proposal for the
statute of SCORUS to submit to the IAOS leadership. The purpose of the statute
is to more clearly define the mission, structure and activities of SCORUS within
the IOAS structure. Our goal is to continue to build on our current
relationships within the IAOS and ISI, as well as to increase participation of
users and producers of regional and urban statistics. |
(1) SCORUS, a platform to facilitate the development of urban and regional
statistics and research, is an organisation under the umbrella of the
International Association for Official Statistics (IAOS) within the
International Statistical Institute (ISI).
(2) SCORUS’ mission is to stimulate and organise a worldwide dialogue on urban
and regional research and statistics, and to promote in depth statistical
analyses with the aim to contribute to progress in this field and to improve the
understanding of urban and regional phenomena, as well as the comparability of
concepts and results. SCORUS aims to enhance the knowledge created for urban and
regional policy.
(3) In order to provide a platform for worldwide dialogue and to exchange on a
large-scale the knowledge on indicators, methods and results of regional and
urban statistics, SCORUS:
• organises special conferences on regional and urban research and statistics,
as well as sessions at ISI and IAOS conferences;
• provides an Internet platform for the continuous exchange of knowledge and of
ideas, and for developing consensus positions on relevant issues;
• actively tries to enlarge the participation of users (researchers,
policymakers, consultants) and producers (at municipal, regional, national and
international level) of regional and urban statistics in this worldwide exchange
of experience and ideas;
• promotes the exchange and co-operation on topics of common interest within
Regional SCORUS groups.
The three remaining sections detail organisational structures, and discuss the activities and governance of SCORUS. It notes the group's emphasis on concepts of standardisation of urban and regional indicators, collaborative work on harmonisation of methods, development of discussion forums, and a new focus on regional activities. The concept of the regional groups grew out of our May 2004 Conference in Minneapolis. These regional groups often were dealing with more similar political and organisational environments, and could meet and discuss issues more easily. Formalising this structure also recognises the historical pattern of regional conferences supported by SCORUS and will help tie all of these activities together.
Berlin Conference 2005, the annual Berlin SCORUS Conference on "Statistics and the Help for Young People in Big Cities", 17 - 19 January 2005, Berlin, Germany. The focus of this year's Conference is "Health, Morbidity and Mortality". We would like to thank Professor Eckart Elsner for once again organising this Conference in co-operation with Senatsverwaltung für Bildung, Jugend und Sport (Senates Administration for Education, Youth and Sports), Statistisches Landesamt Berlin, and SCORUS. During this Conference (9th in a series of annual meetings), experts from welfare institutions, social workers, politicians, scientists from universities and research institutes, and official statisticians analyse and speak about regional and urban issues concerning young people. The results of this Conference will be published on a CD-ROM. Check the SCORUS site following the Conference for availability.
Competing and Caring: Urban Research for European Policy, to be held in Amsterdam, The Netherlands, 7 - 10 September 2005.
The Conference is organised by SCORUS Europe Group, the KCGS International and
the Municipality of Amsterdam, and will focus on:
• the role of cities in Europe
• key indicators for change
• analysis of Urban Audit data
The central themes of the Conference sessions are:
• knowledge economy and competitiveness
• integration, social cohesion and crime reduction
• urban and regional research and statistics; new developments
• dissemination of policy oriented research
The target group for this Conference includes urban researchers and statisticians, urban planners and policymakers. Although the Conference is focused on European urban policy, all SCORUS members and friends are welcome. In celebration of its 25th anniversary, the IASS established the Cochran-Hansen Prize to be awarded to the best paper on survey research methods submitted by a young statistician from a developing or transitional country.
The deadline for submitting papers was 31 December 2004. Thanks to the efforts spent in advertising by the local representatives and the IASS Council members, more papers were received than in past years.
The Cochran-Hansen Prize Committee will start examining the papers received in due time during January 2005. The Committee is chaired by Kari Djerf and composed by the following members from the IASS Council: Luigi Biggeri, Gordon Brackstone, Beverley Carlson and Marina Signore.
The winner of the Competition will be informed as soon as possible. As known, the winner of the Prize will be invited to present his/her paper at the 55th ISI Session, Sydney, 5-12 April 2005, and the winner of the Prize will be announced at the ISI General Assembly in Sydney.
The author of the winning paper will receive the Cochran-Hansen Prize in the form of books and journal subscriptions to the value of about €500 and will have all the expenses paid in order to present the paper at the ISI Session in Sydney (i.e., round trip airfare between place of residence and Sydney, and a lump sum to cover living expenses).

IASS Scientific Secretary
The procedure for the Election of Officers and Council Members of the IASS, who will serve from the end of our next General Assembly in Sydney, April 2005, started in October 2004. The results of the Elections will be made available on the IASS website as soon as possible.
The working group for setting up a European Regional Section of the IASS (IASS-ERS) has produced a proposal for the objectives of IASS-ERS. They have now been circulated to a wider audience, in particular the European members of the IASS to get feedback. A short version of the proposal for the objectives is published below. The full version is published on www.surveystatistics.net . A draft for the statutes of IASS-ERS will be ready for discussion soon. It will also be published on the website www.surveystatistics.net . It is planned to submit the objectives and the statutes to the Executive Committee and to the General Assembly of the IASS for approval at the ISI Session in Sydney. Feedback and suggestions are warmly welcome. Please send them to Beat Hulliger (Beat.Hulliger@bfs.admin.ch).
Foster the collaboration and exchange of experiences among survey statisticians in Europe.
The scope of the members of IASS-ERS should range from academics to official statisticians, and to statisticians working in the private economy. Survey statistics covers all activities in surveys (be it censuses or sample surveys). The members of IASS-ERS will mainly reside in Europe, because the activities (in particular, the conference and the courses) will take place in Europe. However, the IASS-ERS activities will be open to all survey statisticians in the world and invite them to participate in all activities.
Organise a series of Conferences on Survey Statistics in Europe.
Ideally, the IASS-ERS conference should be organised in years between ISI Sessions. Of course, IASS-ERS can also contribute to organising meetings at ISI Sessions. The IASS-ERS conference should possibly be organised in collaboration with the Conference on Quality, which is organised by the European Statistical System, to create and profit from synergies. However, the conference should not be confined to official statistics. Also, it should welcome both theoretical contribution and contributions about applications in practise. The conference should be accompanied by short courses, if possible.
Promote research in survey statistics and assist project proposals in particular to the Framework Programmes of the European Union.
Maintain an overview of courses on survey statistics in Europe and organise specific courses.
Connect, collaborate and co-ordinate with national statistical institutes, European institutions, private economy, academia and organisations in the domain of survey statistics.
Inform the members.
Collaborate with Survey Methodology and Journal of Official Statistics as scientific journals on survey statistics.
Set up and maintain an electronic library of papers on survey statistics.

Following the successful European Conference on Quality and Methodology in Official Statistics - Q2004 - in Mainz, Germany, the United Kingdom Office for National Statistics has undertaken organising Q2006.
This implements the recommendation of the European Leadership Expert Group on Quality that a biennial conference covering any methodological and quality related topics of relevance to the European Statistical System should be organised. The Conference will also provide an opportunity for the proposed European Regional Section of the IASS to meet and organise topics on general survey statistics.
The Q2006 Conference will be held in City Hall, Cardiff, Wales, from April 24 - 26, 2006 (one week after Easter). This venue is close to Newport, which will be the new relocated ONS Headquarters, and is 2 hours by train from London. It is also the venue for the 2005 Joint Conference of the Royal Statistical Society and Statisticians in the Pharmaceutical Industry.
Further details on the Conference should be available in April.

The IASS Programme Committee for the 2005 ISI Sydney Session is chaired by Pedro Luis do Nascimento Silva (pedrosilva@ibge.gov.br).
The Invited Paper Meetings with IASS sponsorship are the following: no. 35, no. 53, no. 54, no. 55, no. 56, no. 57, no. 58, no. 59, no. 60, no. 61, no. 62, no. 63, no. 83. The Invited Paper authors have already submitted their papers.
Additional information can be found in the Session Bulletin II, now available on the Sydney Session website: http://www.tourhosts.com.au/isi2005/ .
A typical and appreciated IASS activity is the organisation of Short Courses on survey methodology in connection with the ISI Session.
The deadline for registration has already expired, but late registration is allowed. Therefore, this is a kind invitation to interested people to send their registration form at the address provided below as soon as possible in order to be included in the Courses.
Unfortunately, due to economical restrictions, the U.N. Statistical Division is not going to provide financial support to people from developing and transitional countries to attend the Short Courses, in particular, and the ISI Session, in general. In the past editions, the U.N. Statistical Division represented the major financial support source to attend the Short Courses.
Such a decision, together with the fact that the location of the ISI Session makes the travel costs very expensive, might seriously affect the attendance of the Short Courses. As a consequence, the Courses might be cancelled in part or completely.
Course A: Workshop on Survey Sampling
Presented by: Graham Kalton (Westat); Steven Heeringa (Survey Research Center,
University of Michigan).
Course B: Variance Estimation in Complex Surveys
Presented by: Wayne Fuller (Iowa State University); Kirk Wolter (University of
Chicago); F. Jay Breidt (Colorado State University); Anthony An (SAS Institute).
Course C: Workshop on Editing and Imputation of Survey Data
Presented by: John G. Kovar (Statistics Canada); Eric Rancourt (Statistics
Canada).
Course D: Introduction to Survey Quality
Presented by: Paul Biemer (RTI International and University of North Carolina);
Lars Lyberg (Statistics Sweden).
Course E: Statistical Disclosure Control
Presented by: Anco Hundepool (Statistics Netherlands); Eric Schulte Nordholt
(Statistics Netherlands); Peter-Paul de Wolf (Statistics Netherlands).
Course F: Design and Analysis of Repeated Surveys
Presented by: David Steel (University of Wollongong); Craig McLaren (Australian
Bureau of Statistics).
The registration form with the Course fees is located on the
IASS website http://isi.cbs.nl/iass/ and on the
Session website
http://www.tourhosts.com.au/isi2005/ .

The Handbook on PLS (Partial Least Squares) & Marketing, to be published by Springer, shall represent a comprehensive overview of PLS methods with specific reference to their use in Marketing and with a discussion on the directions of current research and perspectives. The Handbook shall cover the broad area of PLS Methods from Regression to Structural Equation Modelling, from methods to applications, from software to interpretation of results. Each chapter shall focus on statistical methodology, but also on selected applications from real world problems that highlight the usefulness of PLS Methods in Marketing and its feasibility to different situations.
The Editors envision the Handbook to include the following
three sections:
• Methods (with recent developments and extensions),
• Applications (applied examples in Marketing and related areas),
• Tutorials (pedagogical contributions on key aspects of PLS analysis).
Authors who wish to propose and contribute a chapter in the Handbook need to meet and present their proposed contributions during the PLS'05 Conference (Barcelona, Spain, September 7-9, 2005). During PLS'05, ad hoc sessions will be organised to assist the Handbook Editors in selecting the contributions and ensure the necessary interacting of authors. All details on the PLS'05 Conference, including the deadlines and instructions for submitting proposals of contributions, are available on the Conference website: http://www.pls05.upc.edu/ .
When submitting an abstract to PLS'05, please mention whether you wish it to be considered for the Handbook on PLS & Marketing. IASE sessions at ISI 55, 5-12 April 2005, can now be found on the following website: http://www.stat.auckland.ac.nz/iase55.

The International Association for Statistical Education (IASE) and the International Statistical Institute (ISI) are organising the Seventh International Conference on Teaching Statistics (ICOTS-7), which will be hosted by the Brazilian Statistical Association (ABE) in Salvador (Bahia), Brazil, July 2-7, 2006.
2004 has been an important year of planning. The ICOTS website has been in place since the beginning of the year, thanks to the work of John Shanks and John Harraway, who are continuously updating the information. By now, the website contains summaries of Topics and Sessions, and contact addresses for Session Organisers, as well as a list of deadlines, first announcements and some guidelines. An ICOTS planning meeting was held in July, on the occasion of ICME-10 in Copenhagen, where members of the International Programme Committee met with some Topic Convenors, Session Organisers and potential participants. Other informal meetings of the International Planning Committee (IPC) and Local Committee members have taken place or are planned for 2005, and the first announcement was distributed to conferences, e-mail lists, websites and publications. The planning is accelerating now, since Session Organisers are receiving expressions of interest by researchers and teachersfrom all around the world. Please remember that there is still time to offer Invited Papers. More information about the venue and activities is given below.
Bahia's capital of Salvador sits on a spit of land sticking south south-west
into the Atlantic Ocean), and the topography is mainly hill and valley. Salvador
sits on a vast bay, which at 1,100 square kilometres, 70 kilometres from north
to south, and 60 kilometres from east to west (at its widest point), is the
largest in Brazil.
A Bahia de Todos os Santos (the Bay of All Saints) is fed by the Paraguaçu river
(among numerous smaller sources), which opens into the smaller bay of Iguape,
which in turn gives way to the principal bay. Although it sits well within the
tropics at a southern latitude of thirteen degrees, it receives a refreshing
sea-breeze which seldom falters until the wee hours of the morning when things
have generally cooled off anyway. The settlement was founded in 1549 by Thomé de
Souza and quickly became the main
Brazilian
sea port and first capital of Portuguese Brazil until 1763. The city still
contains many colonial buildings, including the first cathedral in Brazil, over
350 churches and the nation's oldest medical college, but it has become more
famous due to the strong influence of African culture on the city. Salvador is
characterised by intense cultural and artistic activity with cheerful,
hospitable and proud people. The city has several universities, including the
Universidade Federal da Bahia, Universidade do Estado da Bahia, and Universidade
Católica do Salvador. The majority of the population of the city are of African
ancestry. The rich mixture of beliefs, traditions and races has led to the
development of a vast culture that is manifest in its popular music, dance, art
and cuisine. It is the center of Yoruba Candomblé and the martial dance art of
capoeira.
Salvador is famous for its traditions, including processions, coming-of-age celebrations and its carnival. Its historical precinct has been the cultural centre of the arts since 1985. It is a place of famous artists and writers who have gained international reputation. You can learn more about Salvador and Bahia, its history, attractions and people from http://www.bahia-online.net/ .
Statistics educators, statisticians, teachers and educators at large are invited to contribute to the Scientific Programme. Types of contributions include Invited Papers, Contributed Papers and Posters. No person may author more than one Invited Paper at the Conference, although the same person can be co-author of more than one paper, provided each paper is presented by a different person.
Voluntary refereeing procedures will be implemented for ICOTS-7. Details of how to prepare manuscripts, the refereeing process and final submission arrangements will be announced later.
Invited Paper Sessions are organised within 9 different Conference Topics. The
list of Sessions themes, with e-mail contact information for Session Organisers,
is available on the ICOTS-7 website at
http://www.maths.otago.ac.nz/icots7 , under
“Scientific Programme”.

Contributed Paper sessions will be arranged in a variety of areas. Those
interested in submitting a contributed paper should contact either Joachim Engel
(Engel_Joachim@ph-ludwigsburg.de )
or Alan MacLean
(alan.mclean@buseco.monash.edu.au) before
September 1, 2005.
Those interested in submitting a poster should contact Celi Lopes ( celilopes@uol.com.br ) before February 1, 2006.
These are meetings of Special Interest Groups of people who are interested in exchanging and discussing experiences and/or projects concerning a well-defined theme of common interest. Proposals to hold a SIG Meeting specifically oriented to reinforce Latin American statistics education cooperation in a particular theme are especially welcome. In this case, the Organisers may decide to hold the meeting in the Portuguese and Spanish languages.
Normally, an SIG Meeting will be held in the evenings and will be allotted up to two 1½-hour time slots. Please note that the number of SIG Meetings is limited, so they are offered on a “first come first served” basis. The following SIG Meetings have been recently organised:

The IASE has had its proposal for an Invited Session on "Publishing in Statistics Education Journals: Views from the Editors" accepted for the 2005 Joint Statistical Meetings. This Session will have the Editors (or their representatives) of the Statistics Education Research Journal, Journal of Statistics Education and Teaching Statistics prepare and present papers on the mission of their journal, the types of articles they would like to receive, and some of the common errors they find in submitted manuscripts that result in rejection. Gilberte Schuyten (IASE President) will serve as Discussant. Following the presentations by the Editors and the Discussant, there will be 30 to 40 minutes of open discussion devoted to questions from the audience and discussion by the Editors and members of the audience of what the journals and the organisations that publish them can do in the future to fit the needs of the statistics education community. This Session is also being organised by Carol Joyce Blumberg. The co-sponsors are the ISI and the ASA Section on Statistical Education. Details on the 2005 Joint Statistical Meetings to be held in Minneapolis, Minnesota, USA, from 7 to 11 August are at http://www.amstat.org/meetings/jsm/2005/index.cfm .

This major U.S. Conference on Teaching Statistics is sponsored by CAUSE, a new Consortium for the Improvement of Undergraduate Statistics Education (CAUSE Director, Dennis Pearl, Ohio State University, USA, pearl.1@osu.edu , http://www.CAUSEweb.org ). Arising from strategic initiatives of the American Statistical Association (ASA), the mission of the Consortium for the Advancement of Undergraduate Statistics Education (CAUSE) is to support and advance undergraduate statistics education in four target areas: resources, professional development, outreach, and research. This Consortium now involves participation from individuals at approximately forty institutions and recently won major funding from the National Science Foundation to create a digital library of resources for statistics instructors at CAUSEweb.org. This broad resource collection includes everything from teaching tips to computer laboratories to lecturing examples to cartoons for classroom use. An important feature of the digital library is the review of materials by an editorial board of experienced statistics educators. The CAUSEweb.org site also highlights an array of materials for those interested in statistics education research.
If you have a conference that is of interest to statistical education, then
please contact Andrej Blejec,
