President’s Report

Don Dawson, Bernoulli Society President
The upcoming 6th World Congress of the Bernoulli Society, to be held jointly with the 67th meeting of the Institute of Mathematical Statistics, presents a wonderful opportunity to learn about some of the most exciting recent developments in probability and statistics. It is also a natural time to reflect on the role of the Society and in what ways it can evolve to best serve our community. The meeting will provide opportunities for informal discussions of possible new initiatives such as the newly-created Committee of Stochastic Sciences Institutes, described elsewhere in this issue.
The story of the creation of the Bernoulli Society in 1975, and the developments within the International Statistical Institute and elsewhere that led up to its creation, can be found in the wonderful articles of Jeff Teugels, which originally appeared in Bernoulli News and can also be found on our website, starting at http://isi.cbs.nl/BS/history1.htm . Since the history of the ISI itself goes back to 1853, the roots of the Society are both broad and deep. Among the many successes of the Society since 1975, a major event was the First World Congress that was held in Tashkent in 1986, and since then successive world congresses have highlighted the remarkable development of our discipline over the past twenty years. Beginning with the Second World Congress in Uppsala in 1990, these meetings have been organised jointly with the Institute of Mathematical Statistics. The success of these joint meetings, and the fact that both societies have similar goals, make it natural to look for further areas such as publications where the Bernoulli Society and IMS can work together. In this spirit, the Executive Committees of the two Societies are currently exploring ways to achieve this.
In closing, I would like to invite members to attend the General Assembly of the Society to be held during the World Congress at 12:30 on 30 July 2004, as well as to provide their ideas on the future of the Society.

Committee of Stochastic Sciences Institutes
At the suggestion of the Bernoulli Society Council, a committee will be formed of directors of mathematical institutes to organise, facilitate and develop programmes in the stochastic sciences and related fields. The first meeting of the Committee will take place at the 4th World Congress of the Bernoulli Society in Barcelona, on Tuesday, 27 July 2004, at 19:15 20:45. The task, which the Committee will set itself, is to increase the co-operation of institutes that share the common goal of providing high-level research and training in the stochastic sciences with a national and international profile. The Committee members will share experiences on past activities, inform each other about upcoming events, discuss fundraising both nationally and internationally, investigate possibilities for exchange of researchers and for tuning of future programmes, and seek to assist colleagues who are actively working towards the creation of new institutes.
Through the Committee, the Bernoulli Society wishes to stimulate communication between institutes and to create a forum for international exchange. For more information, please contact the Chair.

Committee on Conferences in Stochastic Processes (CCSP)
First and foremost, acknowledgment and thanks go to the outgoing CCSP Chair, Robert Adler, for both model service and for providing background information that would afford a very smooth transition. This, and the forward momentum Robert and his Committee furnished, has made it relatively easy to take over.
The 2004 meeting of Stochastic Processes and their Applications (SPA) is subsumed by the 6th Bernoulli World Congress in Barcelona.
The next (30th) SPA is being organised by Raya Feldman (Chair), Janos Englander and Guillaume Bonnet, and is to be held 26 June-1 July 2005 on the campus of the University of California, Santa Barbara: see the website

for more information. Among possible new developments at SPA30 is the possible selection of this meeting to host an IMS Medallion Lecture, or Lectures, in cooperation with the Bernoulli Society and the Institute of Mathematical Statistics.
The arrangements for the 31st SPA are also underway for Paris during the third week of July 2006 by Jean Bertoin (Chair), Sylvie Meleard, and Bernard Ycart. Excellent progress has already been made in what also promises to be an exciting SPA meeting.
CCSP continues to be engaged in the process of host selections for 2007 and beyond. Interested members of the Bernoulli Society may contact a member of CCSP to discuss potential organisers and sites for future conferences.

The World Congress is held jointly with the Institute of Mathematical Statistics (IMS), which has its annual meeting with us in that year. It is held every four years. The Bernoulli Society takes the lead in determining the venues of World Congresses, in the sense that we seek expressions of interest, and then approach the IMS for consultation. 2004 Stochastic Networks Conference: 19-24 July 2004
An international Conference on Stochastic Networks will be held July 19-24, 2004, at the Centre de Récherches Mathematiques, which is associated with the Université de Montréal. This week-long workshop will continue a tradition of similar meetings held at irregular intervals over the last fifteen years or so, starting with the one organised by Tom Kurtz in Madison in 1987, continuing with Conferences in Minneapolis and Edinburgh during the 1990's, and then returning to Madison in 2000. The most recent such meeting was the 2002 meeting held at Stanford University. These meetings have brought together mathematicians and applied researchers who share an interest in stochastic network models.
Like its predecessors, the Montréal Stochastic Networks Conference (Sponsor: Centre de Récherches Mathematiques) will emphasise new model structures and new mathematical problems that are motivated by contemporary developments in business and technology, with particular emphasis on data networks and electronic business. We expect to have talks on other application areas too, such as manufacturing and supply chain management, and on mathematical methods for stochastic network analysis. There will be invited talks over a six-day period (Monday through Saturday), with plenty of time in the interstices for informal discussion. Workshop on Particle and Monte Carlo Methods: 24 25 July 2004
A workshop on Particle and Monte Carlo Methods will be held at the University of Barcelona, Spain, 24-25 July 2004, prior to the Bernoulli Society / IMS Conference. The aim of this two-day workshop is to gather specialists in the domain of interacting type particle systems and simulation methods, essentially Markov chain Monte Carlo methods, with applications to such topics as non-linear filtering, statistical inference of hidden Markov models, rare events analysis, mathematical finance, and directed polymer simulations. 16th National Symposium of Probability and Statistics, Brazil (SINAPE): 26-30 July 2004
The SINAPE is the most important meeting of the Brazilian statistical community. It is organised by the ABE (Brazilian Statistical Association). The programme involves different scientific activities, including mini-courses, conferences, thematic sessions, tutorial sessions, round tables, communications and prizes for the best master dissertations and undergraduate scientific works. The Sixth edition of the joint meeting of the Institute of Mathematical Statistics and the Bernoulli Society will take place in Barcelona in July 2004. Scheduled every four years, the joint IMS/BS meetings are the major worldwide events in Probability and Statistics. |
The programme covers a wide range of topics in statistics and probability, presenting recent developments and the state of the art in a variety of modern research topics, and in applications such as mathematical finance and statistical bioinformatics. The programme includes up to twelve Special Invited Lectures given by leading specialists, thirty-five Invited Paper Sessions and a large number of contributed talks. There will be the following Special Invited Lecturers: Iain Johnstone (IMS Wald Lecture, 3 sessions), Peter Bickel (IMS Rietz Lecture), David Aldous (Kolmogorov), Wendelin Werner (Levy), Jun Liu (Bernoulli), Steffen Lauritzen (Laplace). IMS Medaillon Lecturers: Vladimir Koltchinskii, Evarist Giné, Cun-Hui Zhang, Alison Etheridge.

Summer School on Imprecise Probabilities: 27-31 July 2004
A summer school in imprecise probabilities will be held at the University of Lugano, Switzerland, 27-31 July 2004.
Imprecise probability is a generic term for the many mathematical or statistical models that measure chance or uncertainty without sharp numerical probabilities. Imprecise probability models are needed in inference problems, where the relevant information is scarce, vague or conflicting, and in decision problems where preferences may also be incomplete.
The school on imprecise probabilities will offer a wide and deep introduction to imprecise probability topics, both theoretical and applied. In particular, the school will focus on coherent lower previsions and their behavioral interpretation, decision theory, robust statistics, risk analysis, imprecise probability methods for artificial intelligence and knowledge discovery.
The school is organised by the Society for Imprecise Probability Theories and Applications (SIPTA). The school is mainly intended for advanced Master or PhD students, postdoctoral fellows, and junior researchers.
The school is divided in five courses, one per day, of eight hours each:
*Introduction to using imprecise probability in risk analysis: Scott Ferson (Applied Biomathematics, USA).
*Imprecise probability models and their behavioral interpretation: Gert de Cooman (Gent).
*Some decision theory with imprecise and indeterminate probability and utility: Teddy Seidenfeld (Carnegie Mellon).
*Independence, graphical models, knowledge discovery from data sets under weak assumptions, applications to classification: Serafín Moral (Granada) and Marco Zaffalon (IDSIA).
*Robust Neyman Pearson theory and summary view on imprecise probabilities: Thomas Augustin (Munich).

8th Brazilian School of Probability: 1-7 August 2004
This year the school will take place in Praia das Toninhas, Ubatuba, São Paulo.
The school is intended as a forum to discuss new developments in Probability and Stochastic Processes. This year the topics are: fragmentation, random surfaces, hydrodynamics, random motion in random environments, traffic models, cellular automata. Activities include mini-courses, invited talks, short communications and problem sessions.

EMS Summer School on Empirical Processes Theory and Statistical Applications: 30 August-3 September 2004
The EMS Summer School on Empirical Processes will be held in Laredo, Spain, 30 August-3 September 2004.
One of the main objectives in Mathematical Statistics is to know the asymptotic behaviour of statistical procedures. This motivated throughout the last century a parallel evolution of the complexity of the proposals for procedures and of the complexity of the mathematical techniques necessary for justifying their use. Beginning with the Functional Central Limit Theorem and the Invariance Principle, the currently called Empirical Process Theory collected from the 50's a number of techniques, results and points of view that have shown their ability to solve a great diversity of problems of this nature, as well as to motivate new statistical procedures. In fact, the evolution of this theory is a good indicator of the vast transformation that Probability and Statistics experienced during the past century. This school intends to put young researchers in contact with four of the main representatives of the development of the Empirical Process Theory in order that they can take advantage of all of their experience. Therefore, the school will be devoted to disseminating the power of this theory through courses that will be given by representative members of the main working groups who have contributed and contribute to the development of the theory. The courses will also give a vision of the present perspectives of study, as well as the more significant statistical applications of the theory: bootstrap, functional estimation, censored data, tests of fit, oracle inequalities, etc. The school will be based on the following four courses (of seven and a half hours each):
*Basics of Empirical Processes: Evarist Giné, University of Connecticut, USA.
*Goodness-of-fit Tests: Eustasio del Barrio, University of Valladolid, Spain.
*Oracle Inequalities and Regularisation: Sara Van de Geer, University of Leiden, The Netherlands.
*Local Behaviour of Empirical Processes and Applications: Paul Deheuvels, Université Pierre et Marie Curie, Paris VI, France.
The registration fee is €100. The organisation has been able to get some financial aid from the SCH bank, which allows them to offer:
• 50 accommodation grants including half board, in double room for 6 days each
• 6 transportation grants, with a maximum of €1,000.

XII Annual Congress of the Portuguese Statistical Society: 29 September-2 October 2004
This Conference will be held at the Evora, Portugal, in the period 29 September-2 October 2004, and is being organised by the Portugese Statistical Society (SPE) and the University of Evora. Fernando Rosado is the Congress President, as President of the SPE. Although the publication of the proceedings will depend on the financial success of the Congress, they have always been published in the past. The publication of Contributed Papers in the proceedings will be conditional on a referee's report.

The next SemStat on Statistics of Spatio-temporal Systems will be held on 12-19 December 2004 in Höhenried, near Munich, Germany, financed through a successful bid of the European Mathematical Society (EMS) to the 6th framework programme of the European Commission. This event is held under the auspices of the Department of Statistics of the Ludwig-Maximilians-University, Munich, with additional financial support from the German Science Foundation through the SFB 386.

25th European Meeting of Statisticians: 24-28 July 2005
This is the first European Meeting of Statisticians (EMS) following the new ideas of the European Regional Committee of the Bernoulli Society. The renewed EMS wants to be a central international event in all areas of statistics and probability, including methodological statistics, applied and computational statistics, probability theory, stochastic processes and applied probability.
The Scientific Programme has just been announced, as is detailed below. We hope to see an increase in terms of participation and contributed talks.
We encourage students and young statisticians to join the meeting in Oslo. In order to make this possible, we will be offering accommodation near campus (with good standards) at a very good price, for those, students or otherwise, who do not wish to stay in a more conventional hotel. We currently estimate the on-campus accommodation to cost circa €200 for the whole period. (In fact, because of local rules, the rent will be for two full weeks. We are currently working on the possibility to organise a training event during the week preceding the Conference, for those who would be interested.) Of course, we will offer traditional hotel accommodation as well. In summary, we aim to organise a conference for each budget.
This is the 25th EMS and we are planning to mark this round number by looking back into the history of the EMS. We wish to collect and publish historical material from the whole series of the EMS. Expected arrival of participants is Saturday, 23 July 2005. The meeting starts on Sunday, 24 July 2005, in the morning, because we want to make full use of over-the-weekend low airfares. The Conference will close in the afternoon of Thursday, 28 July 2005. For us, "low cost" is an important issue. The reason why the Conference is in July, and not in August as is the tradition, is to use the campus facilities in full in absence of regular classes, and to profit from the long warm summer days of July. The Scandinavian summer is a unique experience!

Those IAOS Executive members who were in New York to attend the 35th Session of the United Nations Statistical Commission met on 3 March 2004 to discuss the following IAOS matters:
a. the IAOS/IASS Conference on “Poverty, Social Exclusion and Development: a Statistical Perspective” to be held in Amman, Jordan on 29 November to 1 December 2004;
b. IAOS preparations for the ISI Sydney Session, April 2005;
c. the organisation of the IAOS Satellite Conferences attaching to the ISI Sydney Session;
d. the next IAOS Nominations Committee;
e. other matters.

IAOS/IASS Conference on Poverty, Social Exclusion and Development: a Statistical Perspective, Amman, Jordan, 29 November to 1 December 2004
The preparations for the Conference are in full swing. The Scientific Programme has now been finalised. Among the speakers, there are many world leading researchers and statisticians. This Conference will be an excellent opportunity to learn what the main challenges are and how we could respond to them in the field of official statistics. The brochure of the Conference has been distributed and the registration has started with full details on the IAOS website at

The IAOS and IASS, with the help of the ISI Permanent Office and some international organisations, are encouraging and supporting participation from the least developed countries to this Conference. The participants, especially speakers, can apply for financial support for participation costs. We welcome the active participation of our members and all who are interested in these crucial issues relating to the development of social and economic statistics. We look forward to seeing you all in Amman.

IAOS Satellite Meetings during the 2005 Sydney ISI Session
Preparations are ongoing to organise two IAOS Satellite Meetings during the 2005 Sydney ISI Session. New Caledonia will host a Satellite Meeting before the ISI Session on the topic “Issues for Official Statistics for Small Countries (Especially Island Nations)”. This will be held in Noumea between 31 March-2 April 2005. The second meeting will be held after the ISI Session in New Zealand and it will be hosted by Statistics New Zealand. The topic is “Challenges in Measuring Small and Indigenous Populations”. More information on both meetings follows, and can also be obtained from the

a. Satellite Meeting on “Issues for Small Countries (Especially Island Nations)”, New Caledonia, 31 March to 2 April 2005
The Organising Committee for this Conference will be meeting in New Caledonia on 23 to 25 June 2004 to firm up arrangements.
The themes to be covered in the Conference are:
1. The role, relevance, importance of the millennium development goals (MDG’s) for small nations. This would cover issues of capacity building and sustainability as well.
2. Technology – problems and solutions for small nations. The Secretariat for the Pacific Community (SPC) (the host of the meeting) has developed an international database – PRISM – that provides some unique solutions for small nations. The session may also cover software and hardware issues, remote sensing and satellite technology and how small nations can take advantage of technology.
3. Use and relevance of international standards. Very few small nations have, for example, adopted SNA 93.
4. Sampling and estimation issues for small counties.

b. Satellite Meeting on “Statistics for Small Populations, Including Indigenous and Small Domain Populations,” Wellington, New Zealand, 14 to 15 April 2005
The general theme of the meeting is increasing small and indigenous populations.
While the main focus is on methodological issues, the Satellite Meeting will also be of direct interest to economic and social researchers, as the theme encompasses the challenges of measuring small domains in economic, social and population statistics.
Among the themes likely to be covered by papers are:
• Statistical methods used to collect information in censuses or other large-scale surveys
• measurement and improvement of data quality
• the derivation of indicators on indigenous populations, communities or sub-national areas
• statistical use of administrative data sources
• experience with data integration initiatives
• small area estimation
• other new developments in satisfying the growing demand for disaggregated statistical measures.

IAOS Nominations Committee
The next IAOS Nominations Committee will be Chaired by Hallgrimur Snorrasson (Iceland). The Committee’s task is to propose nominations for the 2005-2007 Executive Committee of the IAOS.

Other Matters
The IAOS has earlier approved the idea to give a Prize for the best paper for the young statisticians attending the IAOS or ISI Conferences. The idea has, however, never been realised. The Executive Committee has agreed to further elaborate on this issue. The IAOS wants to encourage and support the active participation of its members coming especially from the least developed countries to the Sydney Session. Further information can be obtained from our website later on or by contacting the Exco members.
The website of the IAOS has been revised by Statistics Finland. The site is now frequently updated by the same office. Members are welcome to update their knowledge on the current activities of the IAOS by visiting the site regularly.

The IAOS/IASS Jordan Conference World Bank Group Support Fund
The IAOS/IASS Jordan Conference WBG Support Fund will have the following characteristics:
• The maximum amount available from this Fund is US$50,000.
• Prospective participants (in particular from developing nations who live and work in those countries) can apply for financial support from the Fund to cover their economy class travel costs (a copy of economy class ticket is eventually to be submitted to the ISI Permanent Office), registration fee and perdiem (based upon standard UN rates, from which the participant will be expected to cover all accommodation, food and incidental costs including ground transportation) based upon attendance at the November 29-December 1, 2004 IAOS/IASS Conference in Jordan. Funds may also be used, should the applicant wish to extend his/her attendance to participate in the ISI Briefing Seminar for Chief Statisticians, but may not be used to cover registration fees for that Seminar.
• Preference will be given to candidates from developing nations who did their work in a developing country. Candidates from other countries will be considered, funds permitting.
• Applicants should include two references from standing IAOS/IASS/ISI members if they are not already a member.
• Preference will be given to candidates who take an active role in the Conference (by presenting a paper, or acting as Chair or discussant). Proposed papers of applicants will receive a quality assessment to determine priority.
• Applicants should attach brief curriculum vitae to their application.
• Female applicants will be preferred over male candidates, and younger applicants will be preferred over older applicants, all other things being equal.
• Applications for the IASS/IAOS funds may be submitted at any time up until the application deadline of September 1, 2004.
• Candidates are to use the form provided by the ISI Permanent Office, and address it to the Director of the ISI, Prinses Beatrixlaan 428, 2273 XZ Voorburg, The Netherlands.
• If not already an IAOS, IASS or ISI member, applicants will be registered to an ISI Section of their selection. Section registration costs are to be incorporated into the application budget.
• Applications submitted to the ISI Permanent Office will be judged on the basis of the criteria outlined above until the Fund has been depleted.

Submitted by: Wendy Thomas The annual SCORUS sponsored Conference on “Youth Assistance in Large Cities” took place at Glienicke Hunting Castle in Berlin from 19-21 January 2004. The Organiser was Professor Elsner. Over 30 delegates from 8 countries took part in the proceedings and the Mayor of Potsdam gave an official reception in Potsdam City Hall. Plans are well underway for the 2005 Conference that will be held in January 2005. Details will be posted on the SCORUSnet website as they become available. We would like to express our thanks to Prof. Elsner for his continuing commitment to SCORUS and this Conference. Although now retired and lacking the back office support he formally received, Prof. Elsner continues to bring together respected delegates for this important meeting on a yearly basis. The “24th Biennial Conference on Regional and Urban Statistics: Understanding Change” is currently underway in Minneapolis, MN (USA). The format of this Conference has changed slightly, focusing on generating a higher level of discussion among the delegates, and organising working sessions to identify specific activities to take place during the two-year gap between Conferences. During the past year, we have established the discussion board for SCORUS at www.scorusnet.com and are using this Conference to identify and establish specific areas of discussion and group-work to take place over the next two years.
The speakers and delegates represent 19 countries and sessions include the following:
• The Organization of urban and Regional Statistics in Various Countries (political and administrative background, agencies involved, database management)
• Measuring and Understanding Change in Social Cohesion (what are the relevant indicators?)
• Measuring the Dichotomy between Urban and Rural Development
• Measuring and Understanding Change in Economic Diversity (clusters, competitiveness, innovation, infrastructure)
• Territorial Structure and Standard Regional Reference Systems in Various Countries
• Quality Assurance in Regional and Urban Statistics (timeliness, accuracy, relevance for users, comparability)
• The Role of Comparable Urban and Sub-urban Statistics for Supporting Urban policy (to help improve the quality of life)
• International Comparative regional Statistics on Social Cohesion and Economic Diversity
In addition to the presentation sessions, two workgroups were held on standard social indicators and standard regional reference systems. These workgroups will identify specific areas for inter-conference activities of the SCORUS group on SCORUSnet. In addition to areas of focus identified during the Conference, the SCORUS Committee identified the need to create discussion sections from various international regions. These will provide space for raising issues of particular interest to a specific region, but do so in a space where other members and other regions can view the discussion and identify common themes or issues that can be raised with the larger group.
A preliminary draft of the proceedings was provided to Conference attendees on a CD. A final version plus accompanying PowerPoint presentations will be made available on-line at the SCORUSnet website.

Proposals Welcome for Deserving ISI Service Certificate Recipients
ISI Service Certificates are to be presented biennially at the ISI General Assembly to recognise particularly distinguished service to the ISI and its Sections. Any ISI member has the right to make nominations to the ISI Service Certificates Committee.
The criteria for potential recipients include service over an extended period of time and in a variety of leadership roles (or exceptionally for distinguished service in one capacity for a truly abnormal length of time) including, but not limited to, official positions in the ISI, its Committees and Sections, editorial roles, organisation of the biennial conference or Section conferences and representing the ISI on external bodies. The Award is intended to reflect services to the ISI itself rather than distinction in the field of statistics per se.
The recipients must be members of the ISI at the time of receiving the Award. However, services rendered to any ISI Section, before membership of the ISI is achieved, may be taken into consideration when deciding to confer the Award.
The number of Awards shall not normally exceed five in any biennium. Members of the Executive and the Council of the ISI are not eligible for the Award during their period of Office.

Message from the IASS President
The main IASS activities are reported in the following notes.
A report from our Webmaster, Eric Rancourt, describes the great improvements that have been achieved with regard to the organisation and presentation of information on the IASS website. I would like to thank Eric for his big efforts in renewing our site.
Thanks to the commitment of Anders Christianson, the “Ask the Experts” session of the Survey Statistician has been revived, as described below. I would like to express my gratitude and best wishes for his future work to Anders.
I am pleased to announce that the IASS is sponsoring the Satellite Conference of the 55th ISI Session in honour of Alastair J. Scott. The Conference title is “Complex sampling, retrospective sampling and missing data: A Conference in honour of Alastair J. Scott”. The Conference will be held in Auckland, New Zealand, from 13 to 14 April 2005.
This Conference is in honour of the distinguished career of Alastair Scott on the occasion of his retirement. Alastair Scott has made many fundamental contributions to the analysis of survey data, often in collaboration with J.N.K. Rao. Their 1981 JASA paper was selected as one of the 19 landmark papers in the history of survey sampling for the 2001 IASS centenary volume. He has also made fundamental contributions to many other areas of statistics including the design and analysis of retrospective studies, extending classical results for case control studies. Alastair is a Fellow of the American Statistical Association, the Institute of Mathematical Statistics, and the Royal Society of New Zealand. He is an Elected Member of the International Statistical Institute, a Past President and Honorary Life Member of the New Zealand Statistical Association and the Founding Head of the Department of Statistics at the University of Auckland.

Re-organisation of the Website
At the IASS Executive Meeting in Berlin, there was a general agreement that our website could and should be improved. As a result, the site was re-organised in the remainder of 2003 and was put up at the beginning of 2004.
Firstly, the welcoming page was changed and users have now access to a fully bilingual site. Further, it is possible to toggle between the French and English versions in various ways. Secondly, the list of topics available on the first page was re-arranged and enhanced. For instance, the list of IASS publications was finally set up and we try to keep up more quickly with conferences to come. Thirdly, we improved the presentation of short courses offered by the IASS. Fourthly, a lot of work was put into reviving the questions and answers into a section called “Ask the Experts”, thanks to Anders Christianson. To that end, new questions and answers that are received for this section are made available on the site as quickly as possible once they are finalised. Finally, let me remind you that the Survey Statistician continues to be available in both languages on the website.
A lot of thanks are due to Hans Lucas for his immense help and for his suggestions on many ways to make the site better. I would also like to thank Anders Christianson, Steven Heeringa, Marina Signore and Beverley Carlson for their suggestions.

Ask the Experts
At the IASS meeting in Berlin, Anders Christianson (anders.christianson@telia.com) took on the responsibility to revive and give propulsion to the “Ask the Experts” session of the Survey Statistician, which is also published on the IASS website. The publication is made in cooperation with Steven Heeringa and Eric Rancourt.
The start of this new task required some efforts and time, but it is now rolling.
In the January issue of the Survey Statistician, a call for submitting questions has been published and the first responses have already appeared on the IASS website, as mentioned above.
It is the intention of the editor to try to cover all the different fields of survey methodology and, in particular, issues that are of current special interest. Therefore, with the consensus of Marina Signore, the Scientific Secretary, Anders Christianson has asked the Invited Papers Meetings Chairs and Short Courses Lecturers to provide answers - and even questions - in Sydney 2005. This will also help drawing the members' interest to the IASS sessions and courses, thus creating an interaction between the Newsletter, the website and the IASS Programme in Sydney.
IASS Meeting, Mainz 2004
As already announced in the past issue of the ISI Newsletter, an IASS meeting to discuss topics concerning survey methodology has been organised during the European Conference on Quality and Methodology in Official Statistics, Mainz, Germany, from 24 to 26 May, 2004. The meeting is scheduled on Monday, 24 May, from 17:30 to 18:30. An announcement of the meeting, together with the Agenda, has been sent to the IASS Council, as well as to all the participants of the Conference. Information on the discussion and the conclusions reached during the meeting will be provided in the next issue.

IASS Short Courses, Sydney 2005
The organisation of the IASS Short Courses, to be held in connection with the 55th ISI Session, started in September 2003.
Earlier announcements have been published in the past issues of the ISI Newsletter and in the Bulletin n°1 of the ISI 2005. The Short Courses will be advertised in the next issue of the Survey Statistician and they will be posted soon on the IASS website. Brochures prepared by Istat (Italy) with the Short Courses Programme will be distributed to all the participants of the European Conference on Quality and Methodology in Official Statistics, Q2004, in Mainz, 24-26 May 2004.
I would like to thank the IASS Council and the past Scientific Secretaries for their helpful advice and support in defining the Programme of the Short Courses covering relevant topics of survey methodologies, with a good balance of new courses, offered for the first time and of courses which have already been held in previous ISI Sessions. I would like to express appreciation to the high-level lecturers, who have accepted to hold the Short Courses and who have contributed with useful suggestions and inputs. I am particularly grateful to Graham Kalton, Daniel Kasprzyk, John Kovar and Seppo Laaksonen for their timely and experienced advice and for all the useful information they have provided me so far. Special thanks are also due to the Local Organisers of the
55th ISI Session in Sydney and, in particular, to Anna Poskitt for their very efficient support for the necessary local arrangements.

The IASS has defined a preliminary Programme of Short Courses to be offered just prior to or after the 55th ISI Session, which will be held in Sydney, Australia, April 5-12, 2005.
The Courses are led by international high-level experts and are addressed to practitioners, researchers and students in statistics and survey methodology. The official language of the Courses is English.

Course B: Variance Estimation in Complex Surveys

The purpose of this Course is to provide training in variance estimation in complex surveys for survey statisticians, especially those from developing countries. The Course will cover methods of estimating variances for statistics such as means, proportions, ratios, regression coefficients, and statistics arising in the analysis of two-way contingency tables. Both linearisation and replication methods will be discussed. The use of computer software for computing variances of statistics from complex sample designs will be demonstrated and instruction will be given in practical applications. About a half of the Course will be devoted to implementation on the computer.

Course C: Workshop on Editing and Imputation of Survey Data

Surveys and censuses conducted by national statistical agencies, research institutes and other survey organisations suffer from various degrees of nonresponse even under ideal conditions. In order to try to alleviate the problems caused by nonresponse, editing and imputation methods are usually applied. Since the process of editing and imputation is time and resource intensive, care must be exercised in controlling the efficiency as well as the effectiveness of the methods. The aim of this Short Course is to introduce the students to methods of prevention, detection and treatment of nonresponse. Evaluation of such methods and their impact on the survey outputs will be highlighted. Existing edit and imputation software will be compared. Numerous examples will be provided to illustrate the material presented.

Course D: Introduction to Survey Quality

The Course is designed for a broad audience that includes experienced survey researchers who would benefit from a better understanding of the survey data quality, as well as others with little or no prior experience in survey methods. It will provide a brief introduction to survey quality using total survey error paradigm. The Course begins with a discussion of total survey error and its relationship to survey costs. Then the major sources of survey error are discussed, focusing on four major sources: coverage error, nonresponse, data processing error and measurement error. We also discuss some methods that are most often used in practice for evaluating the effects of the source on total survey error.

Course E: Statistical Disclosure Control

The purpose of this Course is to provide the participants with an understanding of the methodological aspects of Statistical Disclosure Control, to train them in solving problems on this topic and to demonstrate the ARGUS software. The meaning and impact of Statistical Disclosure Control can only be appreciated in the light of practical problems and policy related issues. Therefore, some attention is also paid to such topics without putting heavy emphasis on them. Topics covered include theory and methods on microdata, exercises on microdata, demonstration of Mu-ARGUS, theory and methods on tabular data, exercises on tabular data, demonstration of Tau-ARGUS, legal issues, on-site facilities and remote access.

Course F: Design and Analysis of Repeated Surveys

This Course will consider the interaction between the design of a repeated survey and the methods used for estimation and analysis. The choice of rotation pattern will be considered in terms of the impact on the estimation of levels and changes. Composite and other forms of estimators will be reviewed and the interaction between design and estimation explored. Estimation of seasonally adjusted and trend estimates from repeated surveys will also be considered.

I. IASC CSDA-SSN Website:
We are pleased to announce that the Statistical Software Newsletter (SSN—Section IV of CSDA) has been restructured to an electronic version appearing on the CSDA_SSN website,
www.csdassn.org . The CSDA-SSN website links to the IASC and ISI homepages, as well as with the CSDA homepage.
We encourage IASC members to submit IASC news items and calendar of events, not only to the IASC Scientific Secretary (for publication in the ISI Newsletter), but also to the CSDA_SSN website. In addition, updates regarding statistical software and applications can also be submitted to the CSDA_SSN website, along with a link to the software developer. This provides an excellent opportunity for promoting the use of new developments in statistical software, and obtaining feedback from interested IASC members.
The website was developed by James Baurley, a graduate student/staff member of Stan Azen’s Biostatistics Program at the University of Southern California. Review and oversight of the contents of the submitted material will be provided by Allmut Hoerman and Andy Degas.
II. IASC Meetings at COMPSTAT 2004, 16th Symposium of IASC, Prague, August 23-27, 2004.
A meeting has been scheduled for the IASC Council on Tuesday, August 24th, from 12:35 to 14:30. The agenda items will include: 1) reports from the President, Treasurer, Secretary and Regional sections; 2) reports regarding IASC committees and appointments; 3) report regarding CSDA and the CSDA_SSN website; 4) IASC membership issues; 5) elections for 2005; and 6) forthcoming meetings. Please advise the Scientific Secretary about any other issues that need to be discussed.
In addition, a meeting has been scheduled for the Associate Editors of CSDA on Wednesday, August 25th, from 11:15 to 13:15. The agenda items will include: 1) update of CSDA activities; 2) future directions for CSDA; 3) recommendations for changes in the Editorial Board; and 4) Special Issues.

IV. Statistics: Investment in the Future: Prague, September 6-7, 2004.
Petra Grabaová of the Czech Statistical Office has submitted the following news item. An international conference, Statistics: Investment in the Future, will be held on September 6-7, 2004, at the CNB Congress Centre, Prague, Czech Republic. The Conference is organised by the Czech Statistical Office in cooperation with the Czech National Bank and the School of Economics on the occasion of the 85th anniversary of Czech official statistics. The objective of the Conference is to contribute to the exchange of findings, observations and experience concerning the provision of statistical data for fulfilling the user's needs and the widest possible use of statistics for the current demographic development of society.
Statistics is a significant investment in the future ? all depends on what statistical data are produced and how the data are applied. The importance of statistics grows with emerging new phenomena and processes such as the EU enlargement, globalisation, and the need to deal with life conditions of society, including social affairs. A wide range of topics will be covered during the Conference by sections mainly devoted to economic statistics, social statistics, production and use of statistics and data quality.
The Conference will take place at the Congress Centre of the Czech National Bank, which is located in the centre of Prague. Johann Wolfgang Goethe called Prague the "prettiest gem in the stone crown of the world". At almost every step, you can be reminded of well known names not only of architects, builders, sculptors and painters who contributed to the beauty of Prague but also other artists, poets and composers who celebrated the city or found inspiration in it.

V. XI International Symposium on Applied Stochastic Models and Data Analysis (ASMDA).
Gilbert Saporta, President-Elect of IASC, is encouraging IASC to co-sponsor the 2005 ASMDA meeting, which will be held in Brest, France, May 25-27, 2005. The AMSDA aims to serve as the interface between Stochastic Modeling and Data Analysis and their real life applications particular in business, finance and insurance, management, production and reliability, biology and medicine. The Symposium 2005 will focus on new trends in theory, applications and software of Applied Stochastic Models and Data Analysis.

VI. UCLA Alumni Hall of Fame.
IASC President Stanley Azen received the UCLA School of Public Health Alumni Hall of Fame Award on April 19, 2004, for his research accomplishments and professional achievement. Considered one of the founding fathers of the Graduate Programs in biostatistics, epidemiology, molecular epidemiology and public health at the University of Southern California, Azen has had a hand in training countless graduates in the health profession. Azen also is actively involved in the design conduct and analysis of clinical trials in areas as disparate as cardiovascular disease and ophthalmology.

FORTHCOMING IASE ACTIVITIES
Statistical Education Presentations at The International Congress on Mathematical Education (ICME-10)
As a part of ICME-10 to be held in Copenhagen, Denmark, July 4-11, 2004, a set of sessions have been set aside to address issues related to research and development in the teaching and learning of probability and statistics. Jun Li of the Department of Mathematics at East China Normal University and Joe Wisenbaker of the Department of Educational Psychology at the University of Georgia, co-chairs of Topic Study Group 11, have brought together presentations across a wide range of issues including: The use of technology to enhance student learning; Efforts to understand how students learn about statistics and probability; Developing teachers' statistical knowledge; Distance education; Assessment strategies as a means of promoting learning; Efforts to introduce younger students to statistics and probability; and Developing statistical reasoning, thinking and literacy.
As part of the programme, there will be four invited presentations by Joan Garfield (comparing expert and novice statistics teachers), Koeno Gravemeijer (looking at statistics concept development to aid in lesson design and classroom instruction), Mike Shaughnessey (investigating thinking in variation-rich contexts) and Jane Watson (Tasmanian research in chance and data). Other presentations and papers presented by distribution will enliven the discussions about these and other topics related to the teaching and learning about statistics and probability.
ICME-10 also has the following regular lecturers in Statistical education:
Carmen Batanero (Statistics Education as a Field for Research and Practice), Rolf Biehler (Variation, co-variation, and statistical group comparison. Some results from epistemological and empirical research on technology supported statistics education), Margarida César (Come away with me: Statistics learning through collaborative work) and Jane M. Watson (Assessment in Statistics Education: Obstacle or Opportunity?).

IASE 2004 Research Round Table on Curricular Development in Statistics Education, Lund, Sweden, June 28-July 3, 2004
Plans are in place for the IASE 2004 Roundtable on Curricular Development in Statistics Education, which will be held at Lund Institute of Technology. The Roundtable addresses issues and concerns related to the curriculum at the elementary, secondary, and tertiary levels along with a strong research strand. Papers are reviewed by the Scientific Programme Committee, and a list of the set of papers is available. The Scientific Programme Committee is chaired by Gail Burrill (Michigan State University, United States) and consists of Dani Ben-Zvi (University of Haifa, Israel), Arthur Bakker (Freudenthal Institute, The Netherlands), Jean Claude Girard (Institut Universitaire de Formation des Maîtres de l'Academie de Lyon Centre, France), Mike Camden (Statistics New Zealand), Richard Scheaffer (University of Florida, United States), and Carmen Batanero (University of Granada, Spain).

IASE Satellite Conference on Statistics Education and the Communication of Statistics, Sydney, Australia, April 4-5, 2005
This Satellite Conference on Statistics Education and the Communication of Statistics is jointly organised by the IASE and the Victorian Branch (

) and will immediately precede the ISI Session in Sydney ( http://www.tourhosts.com.au/isi2005/
). It will give people the opportunity to enjoy presentations given by people who have a special interest in communicating databased results. There will be a number of invited speakers, as well as the opportunity for others to give contributed presentations.
The presentations are planned to include discussions of the main components in statistical communication and the relevance of statistical communication in the general education of citizens. A related idea is that we should be spending more time in our courses telling students how to present statistical findings to lay audiences who do not know technical aspects of statistics. This is a major stumbling block for the discipline - the people who understand the technical side have little training in how to make results understandable, and the people who are experts at presenting a finding often have no notion of how to extract information from data. Another related idea is that, when we do talk about graphical summary in our courses, we tend to omit use of it from our tests and examinations, since it is difficult to test. This assessment omission is another reason students do not learn to ‘communicate statistics’.
The approach will be non-technical, suitable for both a specialist and non-specialist audience who would like to learn how to better communicate the statistical ideas, which occur in their everyday and working lives. This meeting will be of interest to a wide cross section of society. These include: teachers, lecturers and teacher trainers; administrators in schools or elsewhere; people involved in numeracy education with an adult population; people from industry and commerce including policy makers, journalists, health professionals, finance and the law; researchers in statistical education and in probabilistic reasoning; others from the general population.
Possible topics are: Writing with numbers; Modern methods for graphical display; Quantitative Literacy and communication; Communicating educational statistics; and other areas involving communication of statistical results. It could involve presentations on topics such as the use of graphics calculators, computers and the Internet in statistics classes to help with communicating statistics; the training of teachers to teach methods of communicating statistical results and showing how the results from large studies and official statistics may be used in the classroom for statistical communications.

The International Association for Statistical Education (IASE) and the International Statistical Institute (ISI) are organising the Seventh International Conference on Teaching Statistics (ICOTS-7), which will be hosted by the Brazilian Statistical Association (ABE) in Salvador (Bahia), Brazil, July 2-7, 2006.
The major aim of ICOTS-7 is to provide an opportunity for people from around the world, who are involved in statistics education, to exchange ideas and experiences, to discuss the latest developments in teaching statistics and to expand their network of statistical educators. The Conference theme emphasises the idea of cooperation, which is natural and beneficial for those involved in the different aspects of statistics education at all levels. For example, recent trends in educational psychology emphasise the role of Cooperative learning in statistics education. Cooperation between statistics teachers and researchers make statistics more enjoyable for students when a teacher can call on such real applications and research in statistics education is greatly enhanced when it is informed by classroom practice. Statistical agencies need the cooperation of statistical educators to communicate statistical ideas to citizens and they collaborate in the development of teaching resources based on official data. Global communication and increasing interest and respect for complementarities in education are leading to an increasing number of successful cooperative international research or educational programmes, including: Large scale statistical literacy comparative studies; Regional, National or International funded projects; International statistical education centres; International training programmes and conferences in statistics education.
We are very happy to work this time in collaboration with the Brazilian Statistical Association (ABE:
http://www.redeabe.org.br/ ), a large (over 600 members) and active association. ABE runs its SINAPE Conferences every two years and publishes the Brazilian Journal of Probability and Statistics. Members of ABE have been involved in the Executive bodies of the ISI, IASE, Interamerican Statistical Institute, Biometric Society and other international associations.
We all hope ICOTS-7 will continue the scientific quality and interest of previous ICOTS and encourage you not to miss this event. We also hope you will be interested in attending ICOTS-7 and will not miss the chance to get more deeply involved with statistics education at an International level and, in particular, with Brazilian statisticians and statistics educators. Champions Sought for CensusAtSchool
CensusAtSchool is an international initiative aimed at advancing the cause of statistical education and statistical literacy at the school level (both elementary school and secondary/high school).
It seeks, among other things, to foster a positive attitude to statistics through using real data that is of compelling interest to students; to involve them in collecting data about themselves, improve their understandings of data gathering processes, their purpose and benefits to society; to improve data handling, data analysis and information technology skills; and to enable them to compare aspects of their own lives with those of their peers in other countries.
The modern CensusAtSchool, led by Professor Neville Davies, originated with the Royal Statistical Society Centre for Statistical Education working together with the UK National Statistics Office. From the UK, the concept and basic format has spread to other countries (e.g. Australia, Canada, New Zealand and South Africa), a variant has been run in Italy, and there groups in still more countries at various stages of work towards getting a CensusAtSchool programme running.
It would be very beneficial for statistics education if it spread still further and it would also make international comparisons so much more interesting. So please think about what it might take to get CensusAtSchool started in your country.

Assessment Resource Tools for Improving Statistical Thinking (ARTIST)
ARTIST is a USA based project, which is developing assessment resources for introductory statistics courses. Although the project is in its early stages, there is a comprehensive website http://www.gen.umn.edu/artist/index.html
already up and running. The website gives an open invitation to participate in the ARTIST project. There are three possible ways in which you can become involved:
You can contribute assessment materials
You can become a pilot tester of items
You can inform the project on the types of assessment information you would like to see on the website.
