It is a matter of great pleasure and pride for the statisticians of Pakistan that the Pakistan Statistical Association, which had since 1976 gone defunct and inactive, has been revived after about twenty years through the productive and effective efforts of the Adhoc Committee of the Pakistan Statistical Association. This Committee was established in August, 1995, as a result of deliberations and consensus agreement among statisticians who had assembled to participate in the First National Semi- nar on Recent Developments in Statistics organized by Department of Statistics, University of Peshawar at their Summer Campus Baragali (District Abbotabad, Pakistan) on 4-5 August, 1995. Ch. Asghar Ali, Ex-FAO Adviser, a distinguished and eminent statistician was unanimously nominated convener of the Adhoc Committee that held consultative sessions at Baragali and formulated a programme for the revival of the Pakistan Statistical Association. The terms of reference of the Committee included:
- Identification of the causes of disintegration of PSA.
- Formulation of recommendations to expand the scope of the Association and to revise the Constitution to make it more viable, effective and practical to meet the current requirements for the advancement of statistics, promotion of the interests of statisticians and development of statistical profession in the framework of Pakistan's National Statistical System.
The Committee studied at length the deep-rooted causes of the disintegration of the Pakistan Statistical Association and identified the deficiencies of the Constitution which proved helpful in its revision. By the absence of the professional forum for statisticians over a considerable period of about twenty years of rapid growth in theory and practices of statistics and computing and information technologies, the statisticians lost a forum for scientific discussions and deliberations and an opportunity for mutual interaction in order to exchange experiences and new ideas. A great set-back had also been caused to the advancement and development of the statistical profession.
